RULES OF THE ICOFF-GASTEIZ CONTEST

III INTERNATIONAL SHORT FILM FESTIVAL OF THE CAPITAL OF THE BASQUE COUNTRY

CONDITIONS

1. The third edition of ICOFF-GASTEIZ. III INTERNATIONAL SHORT FILM FESTIVAL OF THE CAPITAL OF THE BASQUE COUNTRY will be held in Vitoria-Gasteiz between May 6 and 11, 2024.

2. Participation in ICOFF GASTEIZ is open to short film makers born or residing in Spain. The DNI will be an essential requirement to participate, in the case of Spanish citizens, and the residence permit or accreditation document in the case of residents who have not obtained Spanish nationality.

3. Films produced from 2023 onwards, with a maximum duration of 30 minutes and that have not been presented in previous editions of the contest, may be submitted to the festival.

4. The festival has an OFFICIAL SECTION for competition called OFIZIALA. FICTION, DOCUMENTARY and ANIMATION short films at the state level will be part of this section, which are chosen by the selection committee and which are premieres and which have not been previously screened publicly in the province of Araba-Álava.

5. Another section of the festival is EUSKO ATALA and is open to short filmmakers who certify that they are born or reside in the Autonomous Community of the Basque Country (Araba-Álava, Bizkaia and Gipuzkoa). Short films produced by companies in the CAV will also be accepted in this section, even if the directors do not belong to this territory. In this case, companies or producers must justify their affiliation to the CAV with some document that proves it. Some Basque and Alava short films may be part of OFIZIALA. Others will only be eligible for the prizes in the EUSKO ATALA section.

6. In this third edition of ICOFF there will be a non-competitive section dedicated to international cinema called NAZIOARTEKOA, with the intention of being competitive in subsequent editions.

7. The films from the different sections of the festival will be chosen by a selection committee that will view all the short films received and whose decision will be final. The awards will be awarded by an OFFICIAL JURY made up of relevant people linked to cinema, and culture in general. This jury will be in charge of giving the following contest awards: ICOFF-GASTEIZ Grand Prize, Best Fiction Direction, Best Documentary, Best Animation, and Best Performance. The jury's decision will be final.

8. The only award in the OFFICIALA section that will NOT be awarded by the OFFICIAL JURY will be the Audience Award. The people attending the sessions in this section will decide the winning short film with their votes.

9. Apart from the OFFICIAL JURY, there will be a POPULAR JURY made up of five members who will have to watch the EUSKO ATALA section, in addition to the Basque and Basque films from OFIZIALA. The call for the POPULAR JURY will be communicated prior to the event through the appropriate channels. The awards that this jury will award are: Best Basque short film, Best short film in Basque and Best EUSKO ATALA short film.

10. The only EUSKO ATLA award that will NOT be awarded by the POPULAR JURY will be the Audience Award in this section. The people attending the EUSKO ATALA sessions will decide the winning short film with their votes.

11. The films selected at ICOFF-GASTEIZ will appear on the contest's website and in the downloadable catalog in PDF format that will be prepared for this purpose and will be hosted on the aforementioned website. The films will be shown in public sessions within the dates of the contest. The projection will have the highest possible quality and the HD digital images provided by those selected will be used.

12. All screenings will take place at VITAL FUNDAZIOA KULTURUNEA, C/ Postas, 13-15, 01005, Vitoria-Gasteiz. The organization reserves the possibility of screening short films in other places in the city or province. The authors and producers of the works will be informed of all the circumstances related to the contest that arise as the festival dates approach and the selection is published.

13. ICOFF-GASTEIZ will invite the representatives of each short film in the OFIZIALA section, which the producers and creators deem appropriate, to present their works and debate them at the end of the screenings. Directors who cannot come to present their work will be invited to join us online in the discussion after the screenings. The winners will be invited to the closing ceremony to collect their awards.

14. The selected short filmmakers will be notified of all the news related to the festival as events progress.

15. Awards. The following official awards of the contest are established:

Best Animation 1,000 euros   trophy

Best Performance 500 euros   trophy

Best Basque Short 500 euros   trophy

Official Audience Award 500 euros   trophy

Eusko Atala Audience Award 500 euros   trophy


INSCRIPTION


Registration for the festival is free and can be carried out in the following way:

Through the FESTHOME viewing platforms (www.festhome.com) and MOVIBETA (www.movibeta.com) by filling out the appropriate form and accepting the contest rules.

The registration period begins on November 13, 2023 and ends on February 9, 2024. Short films sent after this deadline will not be taken into account. The selection will be communicated to all registered short films, whether favorable or not, during the month of February 2024. This selection will be made public through the contest website and social networks the week before the festival. The winners, for their part, will be communicated to all those selected.
